Appreciation post: a court clerk in Dayton saved me $75 on a filing fee

I went to the Montgomery County courthouse last Tuesday to file a small claims form for my old roommate's unpaid $900, and the clerk asked if I'd tried the mediation sheet first. I said no, so she handed it to me and said the $75 filing fee gets waived if both sides agree to mediate, which I never saw on the county site. Does anyone know if that waiver still works once the other person just flat out ignores the paperwork?
