I finally stopped taking speaking notes from a campus safety officer

Last semester at Clifton Community College, a safety officer told me to avoid saying anything 'political' near the student union, so I kept quiet about the parking fee hike. Then the student paper ran a story showing he had no authority to enforce that, and the dean publicly apologized for the confusion. Has anyone else had staff members invent speech rules that turned out to be pure bluff?
