Speech code got me stuck in a 3 week appeals maze

I got hit with a warning for quoting a court case in class that mentioned a swear word, and the professor reported me. The policy says you can appeal in writing, but nobody told me the review board only meets every other Friday. I spent 2 weeks just figuring out which office handled it, then another week gathering my original sources to prove it was a legal citation, not hate speech. The dean finally dropped it, but only after I threatened to get the student newspaper involved. Total time from the email to the all clear: 26 days. Has anyone else had to chase down an admin chain just to get a bogus speech violation reviewed? I want to hear if this is normal or if my school is uniquely bad.

Did the dean ever admit the policy was stupid, or just that you fought hard enough?
