I used to let anyone hand out flyers on our quad, then campus police taped off a 20 foot zone last month

One side says a public quad means anyone with a stack of paper, the other says a taped zone keeps fights from breaking out between groups yelling at each other. Where do you land on this, and has your school tried a zone like this?
