Drove through Phoenix last week, the parking lots are the problem

I was passing through on I-10 and every single mall and office complex had this giant sea of black asphalt baking in the sun. It's like 115 degrees there and all that heat just radiates back up. I looked it up and reflective cool pavement coatings can drop surface temps by like 20 degrees. Why aren't more cities pushing for that on existing lots instead of just new builds? Has anyone seen a local ordinance actually require this?
