Caught a sub putting 2x4s sideways as joists

Watched a guy Tuesday in Boise nail 2x4s flat onto a deck frame claiming it was 'bracing.' The load chart right on his own sawsall bag said otherwise, but he wouldn't hear it. Has anyone else had to stop a job over basic math like that?
