Rant: my HOA board president lectured me about xeriscaping in my own yard

She cornered me at the June meeting and said my gravel and native grasses 'lower the whole block's curb appeal,' then quoted a $400 fine if I didn't add turf by August. I told her my water bill dropped $85 a month, but she didn't care, has anyone else fought this nonsense in the NE Heights?
