Rant: My local con's anime panel room had no subtitles policy

Went to Anime Expo last weekend and the panel room played clips with zero subs, even for new shows. The crowd was half non-Japanese speakers and everyone just sat there confused during the key scenes. Has anyone else dealt with this at smaller conventions, or is it just my city's bad luck?

Back in 2015 at Fanime, they had a similar issue but the panelist actually paused and translated everything on the spot. That took a lot of time and the panel ran over by thirty minutes. The problem is that most con panelists are volunteers and they probably picked clips that were popular in Japan without thinking about the audience. Anime Expo should know better though, since it's the biggest one in the country. Maybe the real fix is to have the panelist give a quick summary of each scene before it plays, so people at least know what to look for.
