Tire shine on the sidewall? Stop it before the rotor dust sticks

I had a customer last month bring in a 2018 Honda Accord with a nasty vibration on the highway. I pulled the wheels and found brake dust baked into the rear rotors like cement. He admitted he sprays tire shine every week where the sidewall meets the tread, and the overhang flings that slick junk onto the rotors. Once it heats up it grips the dust and makes a rough pulse you feel right in the pedal. Has anyone else seen this exact issue from detailing products, or is it just my luck with overzealous customers?
