I found out last Thursday that our local ordinance in Dayton actually prohibits residents from mentioning future projects or budget guesses during public comment. A council member quoted rule 14.2 directly when I tried to ask about the new library's estimated completion date. They said my question was 'not based on current facts' and shut my mic off after 90 seconds. I dug through the municipal code online and saw the language was added in 2019 without any notice. How do you push for transparency when the rules block even hypothetical questions? Has anyone else hit a similar wall with local government wording?
