That Campus Speech Zone in Dallas felt like a warning label

Back in 2015 at UT Dallas, they set up a free speech zone near the library, about the size of a parking spot, and you had to register 48 hours ahead to use it. By 2019, they quietly dropped the zone rule but added a policy where any signs over 2 feet needed a permit, so nothing really opened up. Has anyone else watched their school swap one restriction for another and wondered if it's about safety or just control?
