Just realized a quiet library rule silenced more than noise

I heard a librarian tell a teen to shut down his video about a banned book in our town last Thursday. The rule was about volume, but it killed a talk on intellectual freedom. About 12 people in the reading area heard it, and no one spoke up. It made me think how often we accept small limits without checking the reason behind them. Has anyone else seen a 'policy' quietly shut down a real conversation in a public space?

That librarian probably didn't even hear what the kid was saying, just heard the volume. Reminds me of this coffee shop I used to go to that banned laptops after 5pm because of "vibe." Fine, whatever. But then a guy got told to leave for reading out loud to his buddy from this zine about local housing stuff. The barista said it was disruptive, but the place was dead quiet anyway. We just sat there and let him pack up his stuff. Sometimes the rule is just an excuse and we all nod along because it's easier than arguing with somebody who has a name tag.
