My city council recording request got me a 30 second clip and a runaround

I asked for the full meeting audio from our 3 hour session in Tulsa and they sent a 30 second clip of the mayor saying 'we're done.' After three calls I found out the clerk only records if someone files a formal complaint first. Has anyone else had to file a public records request just to get what should already be public?
