Spent a week in Jakarta and the billboard censorship was hilariously random

Last month I was in Jakarta for work and every other billboard had these pixelated blurs over random items, like a watch or a soda can, while others were totally untouched. My local colleague laughed and said the rules depend on which official happens to see the ad first, not any real logic. Has anyone else seen censorship that just seems like a coin flip on what gets flagged?

Honestly I've seen the opposite, their rules seemed pretty clear to me once you know which brands paid for clearance.
