Heard a GC say he bids every job at 20% over costs, is that insane or standard?

Was grabbing coffee at the supply house in Phoenix last Tuesday and overheard two GCs talking. One said he straight up adds 20% on top of his material and labor numbers, no exceptions, even for repeat clients. Ive been doing 10 to 12% markup and eating it on change orders sometimes. Last month alone I lost $1,400 on a bathroom remodel because I underestimated tile waste and extra trips. Does anyone else run a flat percentage like that, or do you adjust per job? Curious if his method actually holds up on competitive bids.
