Tbh I'd push back on this pretty hard. Most paperwork exists because something went wrong before and nobody wants it to happen again, like a safety check or a signature that proves who agreed to what. Call it fear if you want, but that fear is usually based on real lawsuits, real accidents, or real money that got lost. Take away the forms and you don't get freedom, you get chaos where the person with the most power wins every argument. The boring stuff is basically the rules of the game written down so the little guy has something to point at when he gets screwed. So yeah, some of it is dumb and old and should die, but saying half of it is fear misses why it got there in the first place.
