Everybody pothole-fixes wrong in Edmonton winter

I saw a guy last week on 118 Ave fill a crater with cold patch and not even tamp it down. He just dumped it and drove off. Next freeze-thaw cycle that thing will pop right out. I do concrete work for a living so I see this all the time. You gotta pack it hard and leave it a bit high so it settles. Otherwise we're just throwing money at the same holes over and over. Anyone else notice this or am I just the grumpy guy staring at road repairs?

And tamping it is key, I've fixed potholes in my own alley with cold patch and if you don't pack it down hard it's just a waste of time and money.

I saw a crew on 97 Street last spring put cold patch in a hole that was like a foot deep and they just threw gravel on top of it. No packing, no nothing. It was gone in like two days and they came back and did the exact same thing again. Reminded me of my buddy who tried fixing his driveway with asphalt from a bag from Canadian Tire and it turned into a mud puddle after one rain. Cold patch is basically a temporary bandaid anyway but if you're gonna do it at least make it last longer than a week. The city must have a contract that pays them by the hole not by the fix.
