Update: My apprentice argued we should always use a torque wrench on every hoistway bolt, even the small ones.

He said 'if it's worth a turn, it's worth a torque spec' after a job in Phoenix where a loose 3/8 bolt caused a door track to shift. Do you think that's overkill or just good practice now?

That apprentice is onto something. A loose bolt is a loose bolt, no matter the size, and it only takes one to ruin your whole day. Calling it overkill just means you haven't had your own Phoenix moment yet.

You ever spend twenty minutes looking for a socket wrench you just had in your hand? I've done that, then found the loose lug nut on my truck wheel with my foot while it was rolling away. Overkill is just what people call being careful before they learn the hard way. That apprentice is saving himself a world of future panic.

People forget vibration works things loose over time. A bolt that's fine in the shop can shake free after fifty miles of bad road. Seen it happen with trailer hitches and exhaust brackets. That extra quarter turn is cheap insurance against a roadside disaster.
