Last month in Brussels, EU officials started enforcing the first transparency rules for general purpose AI models, and a friend running a 6 person startup in Berlin said his legal bill for compliance hit 40k euros. Big labs can absorb that, small teams can't, so is this smart safety or just a moat for the giants?
