Tried frozen chicken wings at 400F for 25 mins last night and they came out rubbery

I got a bag of frozen party wings from Costco last week and threw them in my air fryer. Set it to 400F for 25 minutes like the package said, but the skin was all rubbery and chewy. The inside was cooked fine though, just the outside texture was off. I think maybe I crowded the basket too much with like 2 pounds of wings stuffed in there. Anyone know if I should thaw them first or just cook them longer at a lower temp? What's your go-to method for frozen wings that get crispy?

Oh man, rubbery wings are the worst. I tried the same thing once and figured out the problem is they steam instead of crisp up if you don't space them out. You gotta do a single layer in the air fryer, no stacking at all. Also, I throw a little bit of baking powder on the frozen wings before cooking, like a teaspoon. That helps dry out the skin and gets it crunchy way better than just oil. And yeah, 25 minutes is too long for frozen at 400F if the basket is packed, try 380F for 30 minutes with more space between them.

I read somewhere that Kenji Lopez-Alt tested frozen wings and said the key is steaming them first at a lower temp like 300F for 10 minutes to render the fat, then cranking it to 400F to crisp.
