Serious question, why does everyone in crime shows use the word 'perpetrator' like it's normal conversation?

I binged 4 different detective series last month and not one person said 'guy' or 'suspect' once, they all sound like they're reading a police report out loud, has anyone else noticed this weird script thing?

but seriously WHY do they ALL do it like that? i'm starting to think the writers have never actually heard two real people talk about a crime before. does it bug you more when they say it on the street or in the interrogation room?

...and that reminds me, my buddy Dave used to work security at a mall and he said the way they talk about crimes on TV is nothing like real life. He told me once they had a guy stealing sneakers from Foot Locker and the cops showed up and started talking about "the suspect's gait pattern" and Dave's like "he just runs funny, that's it." It's like writers think every conversation has to sound like a legal document instead of just people talking.
