That guy at the FLGS who timed every turn with a stopwatch

I was at a Saturday afternoon game of Twilight Imperium at Dragon's Hoard Games in Denver last month. This one player pulled out a literal stopwatch and started timing each person's turn, saying we needed to keep the game under 6 hours. He called out a new player for taking 4 minutes on a single action and the kid almost packed up and left. Has anyone else run into people who treat casual board game night like a competitive speed event?
