Frost line footings failing because folks keep ignoring the soil report

Watched a crew in Boise pour a footing last October on clay that the report said had 4% moisture content and they still didn't add extra cement, so how do you get guys on site to actually read the geotech before they start digging instead of just eyeballing it like they know better?
