Counter-protestor rules made a speaker blander than stale crackers

At a campus event in Ohio last month, the admin added so many time, place, and manner restrictions that the speaker couldn't even raise his voice. He had to pause every 5 minutes for a 'cooling down' period, which just made everyone laugh at the absurdity. Has anyone else seen rules that actually silence the message more than any protestor could?

Wait, he had to stop every 5 minutes for a "cooling down" period?? That's not a rule, that's like putting a kid in timeout mid-sentence. I can't believe they actually sat there and timed it out loud, no wonder everyone was laughing.
