Update: I bought a $400 floor sander that just made a huge mess

I got it for a refinishing job in a small house, thinking it would save me a day of work. The dust bag failed right away and it left deep swirl marks all over the oak, so I had to start over and rent a better one. What's a good floor sander brand that actually works without these problems?

Honestly that sounds like user error more than a bad tool. Those cheap sanders work fine if you go slow and keep the bag empty. Swirl marks happen when you move too fast or use the wrong grit. Maybe it's just me but I've seen guys do great work with the exact model you're complaining about. Renting a pro machine is overkill for a small house, you just wasted money. The real problem is expecting a $400 tool to act like a $2000 one without putting in the practice first.

Seriously though, what about the dust collection clogging up every five minutes?

That sander model has a known issue with the dust bag seal.
