Turns out my bank blocks all withdrawals from that one specific ATM brand and nobody figured it out until a guy at a coworking space in Nimman asked if I tried calling the number on the back of my card instead of chatting with support in the app.

It's funny how often the problem isn't the problem, it's that we're talking to the wrong person through the wrong channel.
