TIL my landlord installed a fake thermostat that doesn't control anything

Spent a whole week adjusting it and freezing before the neighbor told me the real controls are in a locked basement closet, has anyone else found fake utilities in their rental?

Wouldn't a fake thermostat still make some kind of clicking noise if it worked?

Yeah and @margaretw41's right, mine clicked like the real deal just never actually made anything happen.
