Warning: Check the power supply caps before you do anything else

I went to a shop last week in Phoenix to pick up a stereo receiver for a quick repair. The guy there said he'd already replaced the main IC and it still didn't work. I looked at the power supply caps and two of them were bulging on top. That cost him an extra hour and a new IC for nothing. Has anyone else seen shops skip the basic checks like that?

Bulging on top" is the dead giveaway. That shop was just lazy.
